Ok. This is how I see this working. The wind sound files should be random but should play often. They are the base background noise.
Over the top of that the other files should be played and random as well. But, they should not be played too often. Also if there is anyway to get the sounds to play at varying volumes through code, that would be good too so that some sounds would seem close while some far away.
Anyway, heres some sounds to play with. If we can get it working in the Timberlone (however you spell it) area, I can do it for other area types as well.

Foresty sounds sound good!
Breath is not fitting though, it sounds far too artificial for a dragon's breath, check out the breath.ogg sound in the existing game.
Ice/Lightning/(slime) while nice are not fit for attack spells, they should "get to the point" and be short since such effects can get really spammed

I will try speeding up the tempo of the existing sounds in question and see if that works.

Not sure lightning carriesthe right meaning .. hum but betetr yes
Others are good except ice which sounds too .. "tingly" ?it's not magic fey dust

Added some ice cracking over the top of it. i think it helped it a lot.
