Manasurge runes replace potions of mana, which existed in the game before potions and scrolls went away. When a mage runs out of mana, it becomes a helpless little squishy bug, so a way to regain mana in an emergency is needed. Silly mages.

Though mages of course have such a talent already... albeit with a crazy cooldown.
DarkGod has said in the past that he doesn't want stamina to be an easily replenishable resource like mana. But ultimately that means talents with huge stamina price tags have no place in the game.

The balance of rush has been discussed here:

Lowering some of the cost of talents seems a logical thing to do.
Since rush is a mobility talent, it should not be expensive.
High damage talents could be balanced by stamina cost (burst damage at the cost of long-term damage).
