Same here, so it's just the RNG playing tricks with you, marvalis.
As for avoiding Last Hope, that alchy has some of the best potions, so avoiding it in hopes of better store loot isn't really worth it (you'll eventually find better loot elsewhere). Besides, the store problem will hopefully be fixed at some point.

The game just completes a random potion from a random alchemist. You should always start every Alchemist quest as soon as possible so you can collect the ingredients as you go, in case you decide to complete that one.
(With one catch -- most of the alchemists are inside towns, and entering a town for the first time too early on will make it spawn with nothing but low-level junk in its stores, since stores are inexplicably scaled to your level. But that's something that ought to be fixed.)
