Allow Healing through Freeze
This effect makes no logical sense to me, and I think most players have found situations where they try to heal while frozen, and end up wasting the effect. It also punishes healing infusion unduly, which are far inferior to regeneration infusions, in my experience. There are already a number of options for mitigating healing.

Better suggestion: Instead of blocking healing, let freeze set your healmod to 25 or 50%, or, alternately, half or quarter it. This equalizes the healing debuff effect across types of healing without completely removing it.
As for the logic for it, it's along the lines of: When cold, heal slower. Metabolism slows down, flesh wounds take longer to heal, etc, etc.

If that's the case, then any regen effects should not tick down their duration while frozen, and burst-healing abilities need to be disabled while frozen. I personally prefer the alternative of toning down how nasty Frozen is, just in general, as it is an incredibly potent effect and it the biggest issue I had with my new characters when I was fresh to the game.

Just let all forms of healing/regen and any and all talents purely internal to yourself work while frozen. Freeze is bad enough simply by preventing you from attacking or running away; it absolutely doesn't need to do anything else at all to be one of the most dangerous things in the game.
