Step Up and air bubbles

I think Step Up is interacting oddly with the Air Bubbles in Lake Nur. When I run onto an air bubble with Step Up in effect, it doesn't give me any air (unless I stand there pressing 5), but it seems to deplete the bubble.

The air bubbles only regen your air during global turns, not player turns. Step up gives you several player turns per global turn. Though if the air bubbles are depleting more quickly this way, they might be depleting on player turns, which would definitely be a bug.
