The tactical AI will spam Frenzy regardless of the range (at least the melee tactical AI) and will even choose it over more obvious options like close in talents.
I suspect it has something to do with the talent having no range or radius as well as not requiring a target or possessing any targeting info (which fits for the talent but it doesn't play well with the tactical AI and is causing things like Worm that Walks picking frenzy over blindside even though it's not in melee range).

Can add Death Dance to his list as well. The AI will try to Death Dance even if it's at long range (even with a close in talent available).

After some more investigating it looks like a lot of AoE talents are missing the requires_target = true and direct_hit = true, tags which might be why we're seeing things like enemies spamming Ice Storm and killing off all their friends.
