Rushing triggers opponent before the rush

Hello.

Im using boots of Rushing to cut down the distance to my opponents.
It is not very often I apparantly I did not pay enough attention how it works, but..

In a wild encounter I tried to rush and when I pressed 'u' and the clicked the boots I lost sight and was confused due to some kind of spell.
This was before I even targetted the opponent.

Yes, I have seen similar happenings before in ToME with other skills.

Is there a system here one can rely on works for all skills? Or only some skills?
Or is it a bug? (roguelikes normally allow me to finish my complete move before they counter)

I consider it a bug myself, and it's to do with activated items. When a talent is used from an item that requires a target you don't get to select the target till the end of your turn. This is most annoying on wands of healing, since everything gets to hit you whilst you're trying to aim it at yourself :(

So at the moment with activated items you have to plan a turn ahead.

It also uses up power, regardless of whether you end up using the ability. Really sucks when you are just trying to judge range or can't quite finagle the line into hitting the right enemy.
