[b26] Timed effects still works while in time prison

ie Urkis while in time prison still shoots with thunderstorm

it happens also with frozen and stunned enemies, casters still keep on storming my character, but is a old problem, i noticed it in b25 too.

Time prison is quite broken after the change to the way cooldowns work.
I haven't tested this but time prison is now probably one of the best defensive spells in the game. You can cast on yourself, it makes you immune while waiting for inferno to finish off your enemies, your debuffs to drop or even for your rune/infusions to come back up.
