(b20b)No Storm in the City

I just entered Derth with my level 26 Yeek Archmage, ready to do battle with some E's and start the Storming the City quest.
To my surprise, Derth is completely 'normal'. No storm, no E's, only ignorantly happy halflings.
Also, the guy who gives the arena quest is not there.

This is the first time since character birth that I entered Derth.

Is this a bug, and do you need a stdout?
Or is this intended behaviour, because I'm playing a Yeek?
If so, is there any other way of getting the Storming the City quest?

I wondered about that! My Yeek Reaver also has not had that quest... I already have the unlocks, but even so

There is an upper limit based on your character level, which I think is level 20.
