Escort quests - when are you seeing them in 20b?

OK, I have to ask about escort quests again. Basically, when is it intended that you receive them? I've only ever seen them in 5 locations (trollshaws, kor-pul, old forest, daik, Master tower.) I've only been seeing escorts at all, however, in the late levels of daik and tower (previous character) and not at all in the first 4 (all but tower) on the current character. Yes, I know, it could be the RNG. But it's only kicked in with the 2 new starter dungeons for me. I'd really prefer it if they were spread out (and not on the final levels of the 2 hardest spots; tough enough to keep those space cadets alive!) Is it just random bad luck for me (in which case, as mentioned, it'd be nice to ensure that they couldn't get so clumped) - or is this happening to others?

I've gotten plenty of escorts with my current character. At least a couple were in the Old Forest, and a few more in Kor'Pul. I just now started Daikara with this one, so I don't know how many I'll get in there yet. I think the RNG probably just hates your current character.
