In the earlier versions, it was always usable during the anti-magic quest.
I'm guessing it's a bug, since it's powered by both "arcane" and "unknown" despite only having one function.

I think it's a bug in inheriting the arcane element from the general wands class.

The short answer, yes. The long answer is long, though, particularly if you mean you want to change the Rod of Recall with a current character. It involves enabling cheat mode and directly modifying the RoR with the built-in Lua console.
