Talent category Cunning / Poisons at 0.8x without Serpentine Cloak equipped

First time playing the game (meaning, nothing was previously unlocked)
Character is a halfling rogue, I got my hands on a Serpentine Cloak which gives +0.5 to the Cunning / Poisons category
While I had this cloak equipped, I completed the bandit lord event and unlocked the poisons talent tree. The category is now at a 1.3x multiplier with the cloak equipped, and 0.8x without it equipped.
