Crashing On Launch

Game is black screening/crashing on launch on Steam. I have never had an issue playing the game until now....I have a modern PC with Win11.

Same issue. Win 11 Home 23H2 (64 bit), Ryzen 7950x3d, geforce 4090. Integrated graphics being enabled/disabled in BIOS doesn't change anything. When opening the game the game window appears but never actually loads. Clicking on the TOME4 window makes the windows error message appear: "TOME4 is not responding: Close Program or Wait for Program to Respond" --> waiting does nothing, I left it there for 20 minutes.
Any advice on how to get this game to run on my newer PC?
