[1.7.6] Still not fix Adept bug?

I have found that this bug has not been fixed yet, though someone has report it since 1.7.2, which is very easy to reproduce, just create a character to level 25 and learn <Adept>, <Thin Skin> will not automatically receive an adept +1.5 bonus.
However there has been some git commit claimed to have fixed the issue?
Anyway, I have to edit zip file and -1 talent and +1 unused_generic to solve this problem
