Device Mastery reduces CD of injector in tooltip, but actually it doesn't

Device Mastery doesn't benefit injectors/salves as they're effectively inscriptions and it was silly strong when it did affect them.

Ok, that sounds fair. Then it's a bug that CD of salves is reduced in the tooltip.
