[1.7.4] Jumpgate does not show increased range by talent level

Jumpgate's range scales with talent level but neither the regular talent description nor advanced talent description indicate this.

Submitted update to improve description of Jumpgate with range, as well as cost and cooldown for the Teleport To spell(s). Additionally, makes the cooldown for both Jumpgate and Jumpgate Two (the sustains) consistent, instead of having a scaling cooldown for Jumpgate and a non-scaling cooldown on Jumpgate Two (Jumpgate Two will now match the cooldown of Jumpgate).
