Wild Gift/ Summoning (advanced) - Grand Arrival Minotaur effect

With Summoner's Grand Arrival, Minotaurs should give every enemy in a radius of it spawning a sizable movement speed penalty, with 5 points in grand arrival and 1.3 category mastery it was displaying about a 60% reduction in movement speed however the penalty seems to be just a 1% reduction in actuality.
