[1.7.2] Ravage cannot remove Mow Down

Solipsist's Ravage should be able to remove Sawbutcher's Mow Down if I understand it correctly but for some reason it doesn't. I have tried this on multiple rares. It removes other steam tech talents properly, I've seen it work on Tesselation for example.
