1.7.2 Rocket Pods(anni) consume steam every shot again

Was supposed to be fixed in 1.7.0, maybe was, but there was another bug about them doing nothing, and that was fixed but they now consume steam for every shot again, so you have the 6steam reserve AND 2-4steam per turn.
