[1.7.x] Rogues: Throwing Knives + Garrote breaks stealth

Throwing Knives is 100% Won’t Break Stealth, no caveats in the tooltip. Still, it triggers the Assassination/Garrote passive if used on melee range, thus breaking stealth — which, interestingly, doesn’t happen when Venomous Throw is used instead.
You might have ideas about declaring that Throwing Knives etc. at melee range should break stealth by default, and thus begin a hermit alchemist hunting season among Rogue enthusiasts. But, seriously, please don’t:

- It’s not like rogues are tanky in the first place, so having one or two non-stealth-breaking options for melee combat is far from making them op;
- For the same reason, with Mobility limiting them to light armor, being cornered into fighting in melee range is far from ideal and usually a punishment in itself. So...
