[1.7.x] Low-duration stuns replace long-duration stuns

For example, if I stun an enemy for 8 turns and then hit it with a 2-turn-stun talent, the latter supplants the former: the opponent gets 5-turn reduction to the stun duration, which can’t possibly be the intended behavior.
With a solipsist, the effect can be reproduced by following a 5/5 Dream Crusher with a 1/5 Distortion Wave on a distorted foes — a sequence likely to be used without much thought — but the same happens with other classes.
I’m not saying that the result of two 8-turn-stun attacks should be a 16-turn stun, specially because I don’t want to be hunted by other players when some unique does that to them, but there are other options:

- Halving (or further diminishing) the duration of any stuns applied to already-stunned opponents;
- Keeping the preexisting duration if it’s longer than the new one would be...
- ...and maybe refunding some of the cooldown of the new attempted stun when that happens.
