Demon Seed(talent) healing is off

At 5/5, it says it should heal seeds for 35% when it upgrades them but it only healed for a few % instead. I'm not sure if the % was consistent since it's annoying to check but the couple of times I saw it heal something it was only by like 6-8%. I thought it might have been 35% of their current life but that didn't seem to add up either.
