ToME: the Tales of Maj'Eyal

3 particular mods are always redownloading in 1.7.2. I've tried deleting them, and will just uninstall entirely for now, but something seems like it's interacting incorrectly.

Mightly Levelup Cheat
Arcanum Pack
Opt-in adventurers party

I've deleted them locally, and it safely grabs them as new, but even with that it is always redownloading them every time I hit the Addons menu.

Presently I have only default addons (Embers, Rage) enabled. Reproducible from a fresh start on 1.7.2. Using steam.

Disabling subscription in steam 'fixes'. Re-enabling retriggers. Mentioning to the addon pages as well.

Sometimes the Steam Workshop has a copy of the Addon that has no Date Modified field on the file.
Inexplicably, they don't detect this as an error with the upload.
The Date Modified field is checked to see if the Addon is up to date, so if it doesn't have one, it looks like it isn't up to date.

I've tried doing minor changes and reuploading the Addon, but it doesn't always cause the file to have a Date Modified set.
I have no idea what could be going wrong.
