Self-explanatory but... the Vestaments of the Conclave robe shows +6 to magic and + 0 to cunning (??).
I assume it's a bug but...

most likely, a higher was wearing it and dropped it.
it has a racial bonus, and once stats are removed on an item they stay displayed as 0
