[1.7b3] Illumination ego dealing damage when it shouldn't

Staff with illumination ego, illuminate at talent lvl 1 dealing damage when the tool-tip says it's only supposed to deal damage at talent lvl 3.
Not sure if illuminate has been changed to deal damage at all levels and the tooltip needs updated or if this a bug.

The staff ego seems to be correct both visual and functionally - Works identical to normal Illuminate spell

Did the character in question happen to have the new Adept prodigy, by any chance?

I might be missing something here but the ability says it always does damage but only starts to blind at level 3.
