The effect adept has on talents is properly reflected in hotbar talent descriptions, but not in level up screen talent descriptions.

Not a bug, any talent level adding effect will work this way.
The levelup screen shows you what you actually put in

This makes it difficult to judge how many points you should put in a talent, especially ones that have a breakpoint at lvl 7, 8, or 9. Since adept only changes effective level and not base, what harm is there in showing that on level up?

Hmm, I guess it's raw and not effective.
It's still fairly easy to have bonus levels only affect the item description (and not requirements or point display), I quickly threw together an addon that does this. The only function changed is getTalentDesc, I'll probably just upload it after 1.7 is out if this isn't a change you want in the base game
