Found Guise of the Hated on a Doomed with 5/5 Dark Vision.

Equipping the item i should get to 10/5 Dark vision but only went to 7/5.

I could then remove 3 points from the talent, going back to 4/5. Unequipping the cloak put me to 2/5, putting it back on put me back to 7/5.

Alternatively, i got Guise with 1/5 Dark Vision. putting it on i went to 6/5. I unlearned 1 to get to 5/5 then removed the cloak. I went to 0/5 and so was unable to put/remove points in other talents in the tree anymore.

Not just a bug with Guise. Any talent learned due to an item cannot exceed talent level 7 for some reason.
The easiest way to discover this is demon seeds (use two steamsaws and then equip two identical high level mainhand seeds), but it should also work with Dream Malleus.

Can confirm this is also true with Dream Malleus.
