Contingency let's you select rigor mortis even though it requires a target
Edit: It also doesn't let you select level 3+ call of the mausoleum even though that doesn't seem to need a target

Looked through more talents and which necromancer talents work with contingency and which don't seems very inconsistent

What is "Contingency"? What does it have to do with Rigor Mortis. You should explain this more thoroughly, as I, and I am sure many others, have no idea what you are talking about.

it's a chronomancer tree (that you can get through temporal explorer escort)

This still seems inconsistent in b2.
Lord of skulls, neverending peril, and torture souls can be used, even though they don't "affect only you".
Drawn to death, dread, call of the mausoleum lvl 3+, recall minions, surge of undeath, dire plague, gelid host, crepuscule, to the grave, boneyard, and corpse explosion can't be used, even though they seem no less consistent with contingency's description.
The way I interpret "affects only you", I think:
Change to don't allow: Lord of skulls and neverending peril. These pretty clearly don't affect only you, if they are allowed to stay most of the other talents listed need to be allowed too
Debatably change to allow: Crepuscule (since it basically just gives you an effect), drawn to death (since it mostly affects you)
Other change: Torture souls and dire plague are very similar, I think either both should be allowed, or neither should be
Stay the same: everything else
