Beta 1.70 Shatter Afflictions Duration and Block transposed

All shatter affliction runes are described as blocking 3 damage, the duration now seems vary by power. Still waiting to run into a debuff to trigger it, will report if its just a tool-tip issue or if the effect is also reversed.

Confirmed to be just a tooltip issue, using the rune correctly produces a shield of appropriate strength lasting 3 turns
