ToME: the Tales of Maj'Eyal

A reminder that cultist of entropys zero point energy skill in rifts is still broken and does absolutely nothing.

The last bug report concerning that skill here in the forums was from Nov 12, 2019, so this has been known for a while, would be nice if one of the devs could finally take a look at it.

The talent (Zero Point Energy) is working as intended with the exception of slow from Temporal vortex having issues with on_merge and thus not being 50% slow when boosted. This is fixed for 1.7, rest of the talent is working fine in 1.6
