[1.64] Urselak's Focus spell proc only on wield

Urselak's focus only seems to have a chance to cast necrotic breath when wielded, but not when imbued into an item, its hard to tell if this is an intentional design choice or not, but the way the item is coded makes it look like it should either be in place for both, or for the imbue effect instead of wielded, it could just be how I'm reading it.
