As Yeti-Spyshot in EoR to Group 2 - available to those without spells or runes, took off every arcane powered item just in case, checked skills available with M - no runes and spells were found.
Bug or am I stupid?

OK I got it - description if outdated as f*** - you need to be Antimagic for that.
