Exploration mode talent refund issue

I have a bunch of AoA and a gunslinger in EoR in exploration mode, all of them can get refund of talents everywhere (no city limitation, no max 4 limitation).
Today I careated a sawbutcher and a psyshot in EoR, both exploration. They can get the refund but only if in city (but I can get everything refundend, not just the last 4).
Not that it's a big limitation having to go back to city (unless you are in the middle of some special zone, I guess), but since it appear to not be "working as intended" I'm reporting it.
