Enemies unable to displace neutrals

As the title says I noticed some common mobs, as well as the boss of the area unable to displace the neutral NPC Cultist. I may of aggravated them with Sun Ray but they aren't attacking me, just running towards and around me. I am using a few UI mods and race/class unlock mod.
The picture shows a "cold drake hatchling" unable to displace the neutral NPC, with the line going on behind him. the boss was in a similar situation, though he had one behind him as well and couldn't flee. I quickly dispatched of him to make this report.
