Director Hompalon Not Spawning

I'm trying to unlock ogres, but the direct doesn't seem to have spawned in the halfling complex even though I'm playing as a level 20 shalore temporal warden. I'm assuming this must be a bug because I've searched everywhere, even in all of the walls

Perhaps the requirement of it only appearing on level 3 is causing it to not work as often as it should?

if that is the case then i must have some really bad luck because i just leveled a separate shalore character and brought them to the ruins and still couldnt find the dude

Not really, as 25% chance for three characters still doesn't really mean its overwhelmingly likely to have happened once.

isn't it supposed to be a 100% chance for shalore? and 30% for other races, at that

Isn't it 100% chance for halflings and 30% for everyone else?
Seems kinda balanced that way (wayist refuses to buff halflings, and bonus dungeon offsets that loss).

Yes its supposed to be that way, but no other event like this has 'forbidden to appear on floors 1, 2 and 4'.
So I was wondering if its placing it and then discovering its tried it on a forbidden floor and vetoing it. Hence a 25% chance.
