It looks like an issue with the Ignore Race/Class Locks addon.

ok so that screen popped up every time i did the arena quest in derth. i used rod of recall to get out and NOW IM FREE but i cant do the quest. sooooo i should just restart when i really didnt want to because i got VERY LUCKY early drops. Sad.

I was hoping I could get away without having to actually create a dummy character creation dialog internally and passing it to the various birth descriptor lock checks. Ah, so not an EoR race or class, but with Embers enabled. In that case, I can say with more confidence that the bug should now be fixed.
