Windtouched Speed prodigy doesnt provide any cooldown reduction, despite it saying %10 cooldown reduction in tooltip.

Yes it does. Even gives more than 10% since every cd is rounding down. But on char sheet only the spell cd reduction is written, windtouched is ALL cd and that isn't displayed anywhere. You can look at your talent and infusions and you'll see the difference.
