ToME: the Tales of Maj'Eyal

If a sustainable talent is marked to restart on rest, and then that talent is unlearned, the talent will restart and grant its effect at talent level 0. I've seen this happen with Will o' the Wisp and Arcane Combat, but it probably works with any talent that can be sustained and unlearned.

Steps to reproduce:

1) Learn an applicable talent.
2) Mark that talent to restart
3) Unlearn the talent
4) Rest
