[1.5.2] Eldoral Last Resort alters removed talent Eye Shot

The Eldoral Last Resort artifact lowers the cooldown of Eye Shot by 2. This talent was removed in the most recent Archer rework, and I guess no one had noticed this.

Several other artifacts haven't been updated similarly (i can remember Ring of the War Master not having new rogue/archer cats and Crown of Command still giving Field Control mastery off the top of my head)
