Can't refund 4 class points every time

Sometimes I find that I can only refund 3 class talent points instead of the 4 I'm supposed to be able to refund. I'm pretty careful about this and I haven't observed this until recently, but in recent months it has become a somewhat frequent occurrence.

It's a real thing, I've had this happen too. I literally tried to refund every skill last time this happened to make sure I wasn't imagining it. Pretty sure I've had this happen with generics too so that I've only been able to refund two.

"talents that affect the world in a permanent way connot be refunded.
class talent example: reaving combat/corrupted streangth (allows dual wielding of one-handed weapons.)
generic talent examples
-generic weapon and armour training/armor training: allows a new piece at each level
-agre t2 racial talent: at 5 points, allows equiping a second item, while holding a 2handed weapon.
-finer energy manipulation/reshape weapon and armour(passive): used to be an active with a permanent effect.
out of curiosity, what was your class?

This should not have any effect since the game should let you refund the talents that are actually refundable ie skip over those talents that are not refundable ever.

It was definitely not an issue of unrefundable talents. I have most recently had this happened with Bulwark and Doomed, neither of which have any unrefundable class talents.
