ToME: the Tales of Maj'Eyal

I picked up a double swftstrike randart, which says my archery speed is 1800%. When I shoot any arrow, however, and hover over the arrow, it says it is travelling at 1400%. The arrows don't seem to be travelling any faster either, but it is hard to tell.

So either the arrows are not travelling as fast as they should, or, the tool tip is incorrect.

Either way, it's a bug.
