Sun Paladin Radiance bug

The Bug: Radiance is not giving me the specified(or any) light radius.
Attempted Solutions: I've tried using it at talent levels 1-3 and with/without a lantern equipped. I don't have the Egg sac and have tried this both on new and existing Sun Paladins.
