[1.4.9] Psionic Channels and attacking

Bumping normally counts as moving for the purpose of Mind Storm from Discharge and Dream Prison from Dreaming, but using the Attack talent doesn't, which makes it clunkier than it needs to be.
Unsure if it's the same for the Dreamforge but I assume it is, will update.
