1.4.8: Graphical problems/slowdowns on Windows 10

Reporting on behalf of a friend, hopefully I have all correct information:
"Sometimes the framerate gets broke and doesn't move anymore (barely) when confused or dazed effects, etc, occur. While a hexcore system, the graphics card is not the best. I'd turn off FBO, but then the a/b/c text dialogue choices become invisible. Is there a mod to fix the game's FBO-reliant text?"
Turning off 'Fullscreen notifications' prevented these effects from causing immense slowdown, but some problems remained:
"Fire types like pyromancers (but not fire drakes) have a big fireball which drops framerate to 2 fps when exploding.
That expanding tidal water attack thing drops framerate to about 3 fps.
An attack which looks like slime on the floor: Drops fps to about 3 fps.
Everything works okay if FBO is turned off, but then the game becomes less playable as dialogue choices disappear and the M screen becomes corrupted.
System here is a hexcore Win10 sort, with garbage graphics. Software mode maybe??"
(FBO I think is one of the graphics settings - Frame Based Osomething)
Dxdiag attached.
