What happened to the 3rd inscriptions

I remember a while back, most races were given an additional inscription in their starting inventory (because the third slot might come pre-filled with a manasurge). Humans, Thaloren, Dwarves, Halflings, and Yeeks do seem to be receiving their Healing inscriptions correctly.
However, Shaloren and Ogres used to receive a heat beam and a. . . whatever the freeze cone is called, respectively. I'm not receiving them any more, which is a huge bummer because it makes clearing the caverns with a melee ogre ten times more annoying. Also, I don't believe Doomelves have ever received a third 'script, but I don't see any reason they shouldn't.
Also, the races from the Orc campaign don't seem to start with an inscription in inventory, which may be deliberate, but I'd prefer that they would. It wouldn't affect the tinker classes anyway.
