[Embers 1.0.3] Undead Tinkers can Send Escorts to Zigur

The title says it all pretty much; since skeleton and ghoul tinkers start off with no runes equipped they can send escorts to Zigur, which doesn't seem right to me.

As an update to this, Zigur Patrols are also friendly to Undead Tinkers with no runes. The settlement itself doesn't appear, but the patrols see you as friendly.
