Magic of the Eternals (the second Shalore racial) doesn't increase steampower crit. chance.

Yeah, each type of crit is a separate stat, there is no "all crit" stat in the code, so stuff only works with steam crits if they were specifically modified to do so, and most of the old abilities from before Embers weren't.

Luck of the Little Folk also doesn't seem to work with Steampower crit as of 1.4.9.

That has been fixed in 1.5
