bug alchemist gems can't be quick swapped via the hotbar

Placing alchemist gems on the hotbar and then clicking on the gem via the mouse or hotkey combo does not equip the gem. How do I make them hotswapable via the hotbar via modding it to work.

I read tome's log and it seems to be trying to use it as a use item instead of swapping the gems. Here is one of the logs that indicates it using gems wrong:fight: alchemist verdite rough leather belt of carrying :: nil QUIVER

you can use q, if you are fine with just types to chose from...
huh...
the code, claims alchemist gems are not lootable, however i have seen them drop from time to time.
might have been a "looted from rare+ creature's equipment" rather than "what's in the pockets", but it still did.
yeah, i am just going to attach a bug report here. since i am not sure if its an actual bug, or just "loophole", i am not going to make a separate thread.
