[Embers 1.0.3] Condensate spellshocks targets

Pretty much as per description. Seems the wet effect (described as magical water!) is causing it, but considering condensate itself is strictly a mind power that should... probably not be happening, or at least brainlocking instead.
Alternately, the tooltip should at least say something about the possibility. The behavior makes the talent a fair bit more attractive.
