Can't proplerly update / uninstall / reinstall the game

Hey everyone.
For some reason my tome doesn't update properly anymore. Every time I start the launcher it says that a (growing
) number of patches is available. So I let it do the update. Works fine. But the next time I start the launcher it's like I never updated and the patches are still missing. (9 patches at this time).
So I figured, ok, just uninstall the game and download the newest version. Since the program is nowhere to be found in any list of installed programs I just deleted the t-engine folder and the launcher and downloaded the installer. Then I start the installer and it just says the program can't be started because libcef.dll is missing. And then the launcher with my 9 missing patches opens. Weird. What is going on?
